Tim Fleischer
Chairman

Tim Fleischer is chairman of Portal Dynamics. Tim previously served as president of Washington operations for Engineered Support Systems, Inc. [NASDAQ: EASI], a diversified manufacturer of integrated military electronics and support equipment, and logistics service provider to the U.S. Department of Defense and foreign militaries.

From 1994 to 2002, Tim was President and CEO of Radian, Inc., a full-service engineering, logistics and systems integration firm acquired by Engineered Support Systems, Inc. (ESSI) in May 2002. He also founded Radian Systems, a commercial software development firm that was acquired by Sequoia Software Corporation in 1999. Upon Radian's acquisition, Tim was elected to ESSI's Board of Directors and named group president with responsibility for the operational and financial performance of four ESSI wholly-owned subsidiaries: Radian, Fermont, UPSI and ESSIbuy.

Tim received a Bachelor of Science degree from the U.S. Naval Academy, where he graduated in 1981 with a commission in the U.S. Navy. He also holds a Master of Science degree in Management Information Systems from The George Washington University. Tim is a member of the Board of Trustees of the National Defense Industrial Association.

Dennis Groseclose
President

A graduate of the U.S. Air Force Academy, Dennis serves as President of Portal Dynamics. In this role, Dennis is focused on helping customers with global, defense, security and risk management challenges through location-based intelligence, spatial and temporal predictive analytics and information technology services. Dennis has extensive experience and expertise in designing, building and operating technologies to assist the private sector, the nation's military, and civilian agencies in assessing and managing risk and security, particularly in the supply chain and transportation sectors.

 

Dennis began his career in management as Deputy Director of Launch Programs Systems Contracts at the U.S. Space & Missile Systems Center. He led the Center's acquisition restructure and management of the $37 billion unmanned space launch vehicle program. In 1996, Dennis joined IBM as Program Director for Worldwide Supply Chain Optimization. He drove the global design, development, delivery and integration of IBM's logistics technology, supply chain optimization, and internet-based demand/supply collaboration solutions.

 

Three years later, Dennis joined C-Bridge Corporation, a company specializing in supply chain, financial services and risk management technology solutions. He served as its Vice President of Operations, growing and managing a P&L of more than $100 million serving commercial clients, and was part of the executive team that guided the company from start-up to a successful initial public offering.

 

In 2002, Dennis became Lockheed Martin's Deputy Vice President of Homeland Security Systems for Integrated Systems and Solutions. He led development and deployment of risk, targeting, and location-based intelligence solutions for U.S. Homeland Security following the 9/11 attacks. Dennis developed and delivered the first ever solution designated and certified under the SAFETY Act allowing the public and private sector to join in a collaborative effort to protect our country from terrorist attack. Dennis later became the Vice President of Strategy, Advanced Programs, Business Development, and Mergers & Acquisitions for Lockheed's simulation, logistics and supply-chain business. Dennis has also previously served as Executive Vice President of McLane Advanced Technologies, focusing on advanced global logistics and supply-chain management solutions for the commercial and federal sectors.

 

In addition to a BS Degree from the Air Force Academy, Dennis holds an MBA from Louisiana State University, and a MS from the Air Force Institute of Technology School of Systems and Logistics. Dennis has served on Boards of the National Center for Simulation, the Center for Applied Identity Management Research and the Economic Crime Institute.

Beverly Parker
Chief Marketing & Business Development Officer

Beverly is Chief Marketing & Business Development Officer of Portal Dynamics. She has broad-ranging leadership and general management experience in multi-billion-dollar enterprises, start-ups and turnaround situations. During a 22-year career with LexisNexis, Beverly was senior vice president of sales and general manager in online-information solutions for federal and corporate clients. She managed teams for mergers and acquisition initiatives and co-founded the LexisNexis risk solutions unit. Beverly later created and launched sales-performance processes and systems as an executive with the Bank of America, and she designed and executed the turnaround global marketing strategy for Gartner, Inc. Beverly directed post-acquisition integration of global sales teams at MarketResearch.com and led its marketing and sales groups. She was a co-founder of the data-analytics firm Qbase LLC.

 

Ms. Parker received her B.A. from the University of Evansville in Indiana. She completed executive programs at The Darden School of Executive Education, University of Virginia; Templeton College, University of Oxford; and Harvard Business School.

Al League
Executive Vice President

Al is Executive Vice President of Portal Dynamics. A widely recognized thought leader in his field, Al leverages for our clients and partners his 30 years of experience as a warfare intelligence officer, solution developer, analyst and operational consumer of geospatial and intelligence information. Prior to joining Portal Dynamics, Al served as the Senior Technical Advisor to the Mission Support Directorate, National Reconnaissance Office (NRO).

During his career in the federal civil service, Al progressed to the Senior Executive Service with numerous assignments within the Intelligence Community. While Technical Director and Executive Liaison to the NRO for the National Geospatial-Intelligence Agency (NGA), Al ensured that visual spectrum and geospatial intelligence requirements/capabilities were considered in the NRO's Advanced Systems and Technology Directorate (AS&T) programs. He drove partnerships and synergies across NGA, NRO and the Intelligence Community in general. As an advocate for current and emerging capabilities for the NRO, and as Executive Chief Architect for the NRO Futures Lab, he focused on researching, selecting and embracing emerging technologies, then leveraging them against challenges identified by the Director of National Intelligence.

Simultaneously, as Technical Advisor to the Director of the NGA Source Directorate, Al identified opportunities to increase efficiencies in information sourcing, tasking, collection and dissemination. He led exploitation and integration of state-of-the-art technologies with both commercial off-the-shelf and tailored solutions. Al established the Geospatial Intelligence Advancement Testbed as its first director, and subsequently was promoted to Deputy Director, Enterprise Operations for Special Programs at NGA. He performed a full range of leadership responsibilities, including supervisory, programmatic and budgetary duties to include recruitment, career planning, performance evaluation and counseling for an organizationally, technically and geographically diverse office of over 200 government and contract personnel.

As a U.S. Navy Reserve Intelligence Officer, Commander League (ret) served for over 24 years, including performance as a Senior Intelligence Instructor, Special Warfare Intelligence Officer, National Maritime Intelligence Officer and Aviation Intelligence Officer with the Office of Naval Intelligence, the Navy Strike and Air Warfare Command, Navy Special Operations Group Two, and NATO Commander NORTH.

Al's contributions to our nation were recognized with the Service to America Medal for National Security and International Affairs by the Partnership for Public Service in 2002. He was recently featured in "Leading Innovation in Government," published by the Partnership for Public Service in March 2011.

Wayne Chesley
Vice President & General Manager

As Vice President & General Manager of Portal Dynamics, Wayne guides and directs the development and execution of business strategy, oversees the delivery of products and services, and leads the formulation of solutions.

 

Wayne possesses over 30 years of experience in financial management, logistics operations, organizational development and change management. For 26 years he served in the U.S. Navy in a series of executive and leadership roles, establishing a successful track record in management (inventory, personnel and programs), business analytics and process reengineering. During his last active duty assignment, prior to his retirement in 2001, he served in senior financial management assignments, developing financial strategy and coordinating all aspects of annual budget formulation for Navy Fleet Readiness and Logistics programs ($11B). 

Prior to this he served as Comptroller, Navy Inventory Control Point, directing the formulation and execution of operating ($250M) and material procurement ($4.6B) budgets supporting aviation, ships and submarine programs.

 

Prior to joining Portal Dynamics, Wayne served as a Director of Navy Business at American Management Systems and CACI. In this capacity, Wayne oversaw coordinating the efforts of project teams engaged in the transitioning of Shore Installation legacy IT to enterprise applications, managing the sustainment and upgrade of an automated data capture system used as at the front end of aviation depot maintenance, and providing program management in support of BRAC 2005.

 

Mr. Chesley is a graduate of the U.S. Naval Post Graduate School with a MS in Transportation and Systems Inventory Management. He earned a BS in Mathematical Economics from Colgate University.
